Ofcom Accelerates Probe on Online Suicide Forum

Ofcom has intensified its investigation into an online suicide forum following strong criticism from bereaved families and survivors who expressed deep disappointment and outrage over the lack of action taken.

In response to mounting pressure from advocates, the media regulator confirmed that it is expediting its inquiry as a top priority and aims to swiftly conclude the process.

This suicide forum became the focal point of Ofcom’s scrutiny under the Online Safety Act, with the investigation commencing back in April. The forum, based in the US, enforced a geo-block to restrict access for individuals with UK IP addresses. However, the Molly Rose Foundation (MRF), a suicide prevention charity, highlighted that despite the block, vulnerable adults in the UK are still actively using the site.

MRF informed Ofcom on October 21 that UK individuals were accessing the forum, leading the media regulator to acknowledge on November 4, based on evidence from Samaritans, that the service remains accessible to UK users.

In a letter to Ofcom’s CEO Melanie Dawes, sent on Tuesday, bereaved families criticized the regulator for its lack of enforcement against the forum. They expressed disappointment with Ofcom’s failure to grasp the urgency of protecting vulnerable individuals from the harmful content and criminal activities promoted on the site.

The families, along with MRF and Families and Survivors to Prevent Online Suicide Harms, raised concerns about the site and a substance linked to at least 133 deaths in the UK, predominantly affecting individuals in their early 20s, with the youngest victim being 13.

Without naming the forum or substance, the families, representing victims including teenagers like Lucas Webb and Vlad Nikolin-Caisley, urged for a public inquiry into the government’s response to the platform and the substance.

An Ofcom spokesperson stated that in light of new evidence from Samaritans, their investigation is progressing urgently. They emphasized the importance of swift enforcement against services that fail to protect UK users from illegal content, aiming to reach a resolution promptly, with a focus on engaging with those affected by online harm.

Andy Burrows, Chief Executive of MRF, welcomed the potential shift in Ofcom’s approach while raising questions about the delays in addressing legal breaches and the necessity for families to push for regulatory action. Concerns were also raised about Ofcom’s responsiveness to prior information indicating ongoing UK access to the forum.
