Rachel Reeves is reportedly contemplating the introduction of new higher council tax bands targeted at owners of luxury homes. As the Budget approaches, the Chancellor is looking into measures to address financial deficits, with a focus on wealthier property owners. While final decisions have not been made, Reeves has hinted at increased taxes for the affluent in the upcoming November 26 Budget.
Sources close to Reeves have mentioned the possibility of elevated taxation on high-end properties, emphasizing the necessity of ensuring fair contributions from all sectors of society. Alternative proposals include a levy on property values or the application of capital gains tax on expensive property sales, although these are viewed as less likely options.
Additionally, Reeves is anticipated to unveil a “mansion tax” that would enforce capital gains tax on the sale of the most opulent residences. The current council tax system in England, ranging from band A to band H based on property value, may see the introduction of new bands for the most luxurious homes.
The concept of introducing additional council tax bands for England’s priciest properties was initially considered by former Conservative Chancellor George Osborne in 2012. Ruth Curtice from the Resolution Foundation think-tank has expressed support for a heightened council tax on high-value homes as a means to target wealthier individuals and potentially improve property taxation systems.
