“Canadian NATO Intern Spy Case Sparks Security Screening Review”

Public Safety Minister Gary Anandasangaree has highlighted the need to address “gaps” in Canada’s security screening system following the arrest of a Canadian NATO intern in Belgium on espionage charges. Anandasangaree faced intense questioning from MPs on the House of Commons public safety and national security committee regarding how the intern obtained security clearance from Ottawa to work at the military alliance.

The intern was detained by Belgian authorities on July 24, accused of spying for a third country and being linked to a criminal organization, with sources indicating that the suspected country is China. Anandasangaree disclosed that he has requested the Royal Canadian Mounted Police (RCMP) and the Canadian Security Intelligence Service (CSIS) to investigate the matter and is currently reviewing their recommendations.

Acknowledging the approximately 200,000 annual screenings conducted by government departments with support from CSIS and the RCMP, Anandasangaree stressed the necessity to enhance the screening process due to identified gaps. However, specific details about these gaps and potential changes were not elaborated on during the committee session.

The accused spy was identified as Biwei Zhang, a systems engineer with an economics background who was an intern at NATO’s Supreme Headquarters Allied Powers Europe in Belgium. Zhang, also known professionally as Claire Zhang and as Catina Zhang on social media, had a prior history of fraud according to the Public Service Commission of Canada in 2023.

Amidst questions surrounding how the intern was granted security clearance despite the fraud findings, MPs expressed concerns about the lack of accountability in the national security realm. The final authorization for the intern’s clearance was attributed to Global Affairs Canada, with CSIS suggesting areas for improvement in the screening process.

Conservative and Bloc Québécois MPs initiated the committee investigation to determine whether Canada overlooked warning signs or red flags in the espionage case. Conservative MP Frank Caputo criticized the handling of the situation, emphasizing the need for accountability in national security matters.

The ongoing scrutiny surrounding the case and the implications on Canada’s international reputation remain subjects of concern, with the Chinese Embassy in Canada refuting allegations that Zhang was acting on behalf of Beijing. Zhang continues to be detained in Belgium as the investigation progresses.
